I just made some for Christmas gifts and here’s how I did it. Go to the discounter or craft store and select a stryofoam ball the size that you want the topiary head to be and the flowers you want on it. Pick up some spanish moss, a container, and stryofoam bricks to fill the container and a dowel in scale with both the container and topiary head.

Use either spray adhesive or Aileen’s Fast Grab tacky glue to cover the ball with the moss to cover up the mechanics of your work. While waiting for the glue to dry, place and glue in the brick to the container and glue moss to the top of it to cover those mechanics. I usually make ribbon loops held together with wire and insert them at the top or bottom of my topiary. Clip the long wire stems just below the flower head but leaving enough length to stab through the moss and into the ball. Put a touch of glue on the stem and push it into the ball. Continue filling the ball with the flowers until it is completely covered. Decide on the top and bottom once covered. Stab the dowel with glue at both ends into the ball and the stryofoam in the container. You can also insert additional flowers into the base or just leave the moss.

Here is a video on making a topiary using fruit, so just substitute with your silk flowers. You may enjoy the other videos also.
